Fix a broken CIA Factbook link

On February 4, 2026 the CIA shut down The World Factbook. Every Factbook URL on cia.gov now redirects to a single farewell page, breaking millions of citations, bookmarks, and syllabus links built up since 1997.

Country codes in old URLs are CIA GEC codes, not ISO: ch is China (not Switzerland), gm is Germany (not Gambia), ja is Japan. The resolver handles all 269 codes, including dissolved entities like Serbia and Montenegro.
